Summary
Workers and their families who are currently enrolled for health benefits under WELS VEBA may enroll for voluntary dental benefits. Benefit options and available benefits may vary by state.
Eligibility
Employee Eligibility
In order to be eligible for the voluntary dental benefits, a worker must meet all of the following criteria:
- Be an active worker in an eligible sponsoring organization
- Be hired or called to work at least 20 hours per week and for five or more consecutive months of the year
- Be enrolled for health benefits under WELS VEBA
Dependent Eligibility
To be eligible for voluntary dental benefits, dependent spouses and children must be covered for health benefits under WELS VEBA.
Eligibility rules for dependent children vary by carrier. Please contact either Willis HRH or your dental carrier for dependent eligibility rules specific to your benefits.
Special Eligibility Rules
- Canadian workers are eligible to enroll for voluntary dental benefits even though they are not enrolled for health benefits under WELS VEBA.
- Workers covered by WELS VEBA but living in countries other than Canada are only eligible to enroll for voluntary dental benefits if they have a United States address.
- Retirees covered under the WELS VEBA Group Health Care Plan may continue their enrollment for voluntary dental benefits only if they are enrolled for dental benefits at the time of their retirement. If a retiree terminates their dental coverage following retirement, the retiree will not be eligible to re-enroll for dental benefits.

An annual open enrollment is held for all eligible workers who are not currently enrolled for voluntary dental benefits. Workers who are already enrolled for dental benefits may also make changes to their benefits at this time. Information regarding the open enrollment is generally mailed during the month of September. The actual opportunity to enroll is generally during the month of October. Any new enrollments or plan changes will become effective January 1st of the following year.
Please note: Enrollment for voluntary dental benefits during the Open Enrollment Period is not available to retirees.
New WELS VEBA Members
All new enrollees in WELS VEBA are eligible to enroll for voluntary dental benefits. Willis HRH provides all new WELS VEBA members with the information needed to enroll for voluntary dental benefits. New enrollees have 31 days after the receipt of enrollment information from Willis HRH to enroll for dental benefits.
